Improper response from Call center of Aircel Mumbai

My cell no 9768936784 is blocked since last 5 days. On call message id "U can not call to this no." While re-charging message is " U can not re-charge". On equiry from customer center, irresponsible reply given " cell must be in out of coverage area hence such reply. We never came across such reply. Is it Aircel special. TRAI 's on 6th May2006 direction that minimum 80% should be supply speed of Net (ISP Nod) but practically it is less than 5% very rarely it goes till 29kbps maximum.Plz pay attention & don't cheat with subscribers.
